Lifestyle, legislative and health concerns have combined to reduce French wine consumption from 112 litres per head in 1969 to 61 litres per head in 1998, but it is still estimated that 10% of the entire French population has some degree of alcohol dependance, and that two million French are actually alcohol dependent. Meanwhile, across the English Channel, the UK Government is defying EU requests to reduce its drink-driving alcohol limit from .08 to 0.05.
